These categories aren’t ranked by importance. Aggregate Search Console data may be more useful for evaluating overall search visibility than behavioral data from a limited consenting audience.
Classify individual metrics, not entire platforms. One platform can contain directly observed and modeled data, and a metric’s collection method can change over time.
Report SEO performance with incomplete data
Your final report should make three things immediately clear: what happened in search, what happened in the business, and where measurement limits your conclusions.
State the measurement limitations
Begin with a short coverage statement:
Place this statement at the top of your report, above the KPI table, so stakeholders understand the collection restrictions before reviewing performance.
“GA4 behavioral reporting is limited by analytics consent requirements. Search Console provides aggregate search activity, while backend systems independently verify completed business outcomes.”
Include the consent rejection rate where reliable, but don’t present it as an exact estimate of missing organic sessions.
Separate search, behavior, and business outcomes
Create three sections in your report:
- Search visibility: Search Console clicks, impressions, and landing page trends
- Observed website behavior: GA4 organic sessions, engagement, and key events, clearly labeled as limited by consent where applicable
- Verified business outcomes: CRM or backend registrations, leads, pipeline, and revenue, without unsupported organic attribution
Keep these sections separate in your spreadsheet instead of combining them into one implied customer journey. This prevents stakeholders from treating untracked behavior as lost business.
Build the reporting decision table
Use the results from your audit to complete the reporting table. For each KPI, enter the data source, performance result, evidence classification, and measurement limitation.
Then use the Reporting decision column to explain what stakeholders can reasonably conclude. Mark attribution as unavailable when the supporting evidence cannot establish it.
